This PR improves the model card for SHIFT by:

Linking it to the paper: SHIFT: Gate-Modulated Activation Steering for Knowledge Conflict Mitigation in Retrieval-Augmented Generation.
Linking to the official GitHub repository.
Adding library_name: transformers and updating the pipeline_tag to text-generation in the YAML metadata to ensure proper classification and discoverability on the Hub.
